Mega Pinsir was introduced to the franchise with the Pokemon X and Y which were the mainline titles, the regular Pinsir are not just have cooler look, it is a much secondary type in Flying.

Best Moveset for PvP
Mega Evolution can be participated in the Battle League, but there is a special Master League Mega Edition which allows them to fight.

As Mega Pinsei is not a fighting type so it is not worth considering it as Rock Smash as the Fast Move. but you can go with Fury Cutter or else Bug Bite.

The best Raid moveset is the Bug bIte as a Fast Move and X-Scissor as a charged Move.
As without the flying move it is better to fight in Raids with the one type moveset, to take advantage of Mega Pinsir strength is to use the Bug Type moves.
Then go for the X-Scissor as the charged Move to benefit it from the extra STAB. This combo will destroy anything with the Bug Weakness.
